Actually, most local stations are affiliates, which aren’t part of the Fox company at all. Only O&O stations (owned & operated) are under the Fox umbrella, but it’s far more cost efficient to simply license the Fox programming to a third party (Raycom, Media General, et al.) and let them handle the expenses and business of creating whatever news content they see fit.
